As the times were, they had to use whatever means to survive, ie. clothes, food, water, powder ,etc. Some of the things you would even think about eating when you have to would upset most peoples inerds. If one would have the down time needed, I myself, would probably grind down their own. During time of war one doesn't have that time and powder was surely rationed.
