: I think the wording is a bit bizarre, not the action, but one assumes they have done some research into the right wording.  I assume that this is not for the folks who have joined the Taliban because they don't have anything else to do and will not make a dent on the people who seriously believe in Bin Laden and are willing to die for him.  It's the people in the army who are in the army for food and something to do who might give up, and indeed I hear have been giving up. I hope it helps.
