No, actually, it's not ... Custer achieved the brevet (temporary) rank of Major General while fighting in the Civil War with distinction. During the post-war downsizing of the Army, many officers were pushed down the scale to a new, lower rank. It was customary to still refer to these officers - all of them; not just Custer - by their brevet rank, thus, "General" Custer.

Irony goes out the window, I think, if you'd consider the fact that Indians fought, and died, WITH Custer, as well as against him.
