Just what kind of "Behavior Problem" students are you addressing? Are you talking about the student who, through the forcible compulsion of the school administration, is doped-up on Ritalin to quell normal male behavior. These students are listed as "problem students", and the school district receives additional state/federal funding to have these students "forced" upon them. Ah yes, another example of government creating a "problem", then offering to manage it.

Or, are you talking about juvenille deliquents, for whom there are already "special schools" for them, like Abraxis or George Jr. here in Western Pennsylvania. Where, under very tight controls, these young men and women still receive their state law required 180 days of education, while at the same time learning of the errors of their ways.

The final type of "behavior problem" student is a very special type of person. This is the minature criminal who is waiting till he/she is old enough to graduate to the penal system. These little monsters are a burden upon society, and unfortunately, mixed in with the juvenille deliquent type. They are destined to be some of my most common "clients".

The above being known, please be specific as to which type you want to question?

My point is that public schools are not "forced" to take any students with "behavior problems". If the student is dangerous or unteachable, the state will send said student to a school like Abraxis or George Jr. The public school administrators gladly accept those students which they are not equipt to control, as well as those students who are listed as "behavior problems" (remember my 'Ritalin Kid' example above?) by the school. These administrators do it for the almighty dollar, thats right folks, all in the name of increased funding. Administrators who engage in this form of profiteering have the values of street walking prostitutes. In a nutshell, Kurt, no school is "forced" to take children with "behavioral problems", especially ones they admitedly are not trained or equipted to deal with, they do it voluntarily, with hand out and palm well "greased".

No Kurt, by definition a juvenille deliquent is a youth under the age of majority who has been adjudicated deliquent by the courts. Said deliquent then is sentenced to a period of time within the confines of a state maintained juvenille facillity where he/she is still required to continue their publicly paid for education. Once said sentence is served, said youth is returned to the public system and is not refered to, in a legal sense, as a deliquent. Unlike adults, there are no "ex-cons" amongst the under-18 crowd.

As to the lower SAT scores, one need look no further than the parents and their abducation of their responsibility to teach.

When SAT scores are used to "compare" Public and Private schools, it is to take money away from Public schools, be it vouchers or charter schools or ... When money is taken away fron Public schools, administrators aka managers save their jobs, teacher union contracts state maximun class size which saves a minimum number of teachers, and the firing of kitchen staff, teacher aids, teaching assistants, and untenured teachers begins (management making damn sure that less than the minimum number of teachers get tenure).

The prison schools SAT scores are averaged in to the rest of Public school SAT scores to excuse the firings.

When the equivalent of Prison school SAT scores are averaged in to the Private school aka "cherry picked students" average SAT, I will shut up.

After the firings I interviewed at the Office of Children and Family Services, Highland Residential Center. It would be nice to have health insurance but I don't want to use it that often. I am too weak for the job.

If your concern is that children receive the per head educational funding that is alloted them (by our tax dollars) why would you oppose school vouchers? That's putting the money, theoretically belonging to the child, not the Public School Administrator, directly where it's intended to go & for what it is intended to be used for.

Charter schools take away money from public schools? That's an oft repeated fallacy. Charter schools ARE public schools - primary difference between charter & "traditional" public schools being that they are grass-roots organized with a specific charter (most often higher academic standards than PS 121, sometimes set up specifically to address the needs of 'troubled' youth) on a community level by parents, teachers, & other caring community residents who actually believe students have a right to be well educated & be required to perform at higher expectations. Where's the conflict?

Regarding Catholic Schools not being "forced" to accept miscreant students; that's right. How does that produce skewed SAT scores? Not forced, but quite willing are the Catholic Schools in most inner cities to educate for FREE (waiver of tuition) with no NEA-claimed monies, & solely by donations of others, the 'miscreants, disenfranchised, poor, underserved' the public school system has failed.

What of home-schooled students? Should they be alloted some portion of funding for their education? If PS 321 would receive $6,000 per year for this student if he/she attended, why shouldn't those funds instead go to the books, curriculum, miscellaneous expenses incurred by the student and his/her family once they've assumed responsibility for the student's education?

Since management aka administrators will never reduce their personal take, vouchers take educators away from the children left in public schools.

Charter schools make a profit for the administrators who when they fail to make a profit send the children back to the public schools.

Private schools like Catholic schools have less disruptions in class so students can concentrate and learn. Public schools have one teacher to 30-40 students and the "disruptive student" prevents the others from concentrating.

I am all for the schools to provide the same 15-20 year old books to homeschools and New York State will be glad to tell you what to teach since they already have written it out (and expect the teachers to work it into something teachable on their own time). Public school teachers already have to buy out of their own pockets miscellaneous expenses like prizes for good behavior or something to eat for after school programs so growling bellies quiet enought to concentrate.

I have no children in Public school. Why should I have to pay school tax on land (which is not incuded in the 1/3 above).

Where does the six grand go? If you own the busses, maintenance and bus insurance; if not, the bus company. Accident insurance while the kids are in school. Sports insurance (Rhinebeck Central had soccer not football since the insurance was cheaper) and Activity insurance (but that's for music and plays and history trips so that get cut before sports). The easiest variable is salaries: you can always get by with less workers (unless "hamstrung" by union contracts). Hey, the books haven't fallen completely apart; let the "lazy" teachers make up the slack.

You know, Kay, I've heard of such cats also. I usually hear them call into the "Coast to Coast A.M." radio show (aka the old "Art Bell Show"). Those folks usually hang out with the 'Flat Earth' folks. I look at them, in the same light of an old atheist co-worker of mine who once asked me "What are you going to do when you die and find out there is no God?" To which I replied, "Well, I will not feel as uncomfortable as you will, when you find out there is."

No word from the ESA probe yet, however the NASA 'Rover-1' has safetly landed and deployed (no suprise there, since we also had the first ever Earth mission to land on Mars with 'Viking-1'). 'Rover-2' is set for touch down on or abouts 24 Jan.04, perhaps one of them might locate the ill-fated 'Beagle-2'.

Bush to seek manned flights to moon, Mars
From Dana Bash
CNN Washington Bureau

WASHINGTON (CNN) -- President Bush plans a major policy speech next week in which he'll promote a new space initiative, senior administration officials said Thursday.
Bush will lay out his "vision for expanding the space program," which is expected to include long-term moves for manned missions to the moon and an eventual manned mission to Mars, an official said. NASA's target for a moon mission is 2018.
The speech will come just a couple of weeks before the anniversary of the breakup of the space shuttle Columbia as it returned to Earth last February 1. All seven astronauts aboard were killed.
The official declined to say where or when Bush will give the speech, but it will likely be after he returns from a summit in Mexico, possibly as early as Wednesday.
White House spokesman Scott McClellan, traveling with the president in Florida, confirmed the announcement will take place next week, and said it would be an outgrowth of a review of the space program that began after the shuttle disaster.
He declined to give further details.
Some of the things that had been under consideration were a proposal for a permanent presence on the moon, setting a target for retiring the shuttle fleet, and a plan to phase out the international space station.
An administration official said the president is not expected to immediately discuss the potential cost of his new space vision.
The announcement would come more than 31 years after the last moon mission. The last moon flight was December 1972 and some in Congress have argued that it's time to go back.
Last month, administration sources told CNN that NASA was urgently debating and refining the proposals. A senior administration official said Vice President Dick Cheney had initial consultations with key members of Congress on the possibility of a revamped and expanded American space program.
The Bush administration review also includes choosing a new space vehicle for manned flights.
The president had planned to deliver a speech to mark the 100th anniversary last month of the Wright brothers' first manned airplane flight, but the initiative was not ready.
After the Columbia disaster, the president quickly committed to resuming shuttle flights. The current NASA target is fall of 2004.
---------------------------------------------------------------------

That's the most they've said so far- sounds good. Of course China will be waiting to greet us when we land in 2018.
